BACKGROUND:
Kittitas County Public Works acquired the Stalder Property with Yakima Basin
Integrated Plan funding on May 15, 2017. In discussions with WDFW, public works staff
has expressed openness to considering this site as an alternative location for the WDFW
South Ringer Road Boat Launch, given flood and safety concerns associated with the
current boat launch. WDFW has determined that the Stalder property is a feasible
location and is recommending site access from South Ringer Road, where a railroad
crossing is already established. This access may also cross land owned by the City of
Ellensburg. WDFW would like to pursue grant funding to develop the Stalder site.
DISCUSSION:
Public Works will be conducting a property survey of the Stalder Property this summer to
verify the property boundary. If the boat launch is relocated to the Stalder Property,
WDFW is expected to need to have control and tenure of the property. Kittitas County
would also need to work with the Recreation and Conservation Office to address the
terms of a restrictive covenant on the property that was associated with the funding
source. Transfer of the County owned property to WDFW will require concurrence from
RCO and will also likely require support from the City of Ellensburg.
FISCAL IMPACTS:
Staffing costs associated with WDFW coordination is in the Flood Control Zone District
2020 annual budget.
ATTACHMENTS:
Exhibit 1: Overview Map with Ownership
Exhibit 2: WDFW conceptual drawings
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
