07/07/2020 MINUTES 5 <br /> <br /> <br />SET PUBLIC HEARING SALES & USE TAX – MENTAL HEALTH COMMISSIONERS <br />Commissioner Osiadacz moved to table a request to Set a Public Hearing <br />to consider the Sales & Use Tax for Chemical Dependency or Mental Health <br />Treatment Services or Therapeutic Court, as provided by RCW 82.14.460, <br />to allow for an opportunity for in person testimony. Commissioner <br />Wright seconded. <br /> <br />Commissioner Osiadacz explained that although she supported the concept, <br />it should go to a vote of the people, and the public should be allowed <br />the opportunity for in person testimony, as it could be more compelling <br />as there are strong feelings about it. <br /> <br />Commissioner Wright moved to amend the motion to table the issue until <br />Phase 4 has been reached in Kittitas County to allow for a larger <br />gathering in a venue where anyone could attend in person. Commissioner <br />Osiadacz seconded. <br /> <br />Commissioner Wright said it was an issue that deserves the ability for <br />the public to attend in person and participate as they have been <br />accustomed to. He explained he understood the extreme stress on the <br />mental health side and has not issues of having a Public Hearing, just <br />not at this time and by delaying it a few months is not a lot and it <br />will do the project more justice by waiting until the public can weigh <br />in in person. <br /> <br />Chairman Wachsmith said there had been a lot of outreach done, multiple <br />meetings, and the needs assessment has been well documented, even prior <br />to the COVID-19 pandemic. He said he was frustrated as they could be <br />creative and accommodate the public even through physical barriers, and <br />delaying it is not the correct response. <br /> <br />Amended motion to table the issue until Phase 4 has been reached in <br />Kittitas County was approved 2-1 (Chairman Wachsmith voted in <br />opposition). <br /> <br />Motion as amended to table setting a Public Hearing to consider the <br />Sales & Use Tax for Chemical Dependency or Mental Health Treatment <br />Services or Therapeutic Court, as provided by RCW 82.14.460, until <br />Kittitas County reaches Phase 4, to allow for an opportunity for in <br />person testimony approved 2-1 (Chairman Wachsmith voted in opposition). <br /> MISCELLANEOUS - NONE EXECUTIVE SESSION – NONE
