The WSDOT Disadvantaged Business <br />Enterprise program established a 2% mandatory UDBE goal for consultants on this project. <br />The County reserves the right to reject any and all submittals. <br />SELECTION PROCESS AND PROPOSED SCHEDULE: <br />Kittitas County selection will be based on review of submittals in the following manner: <br />1. The firm's or team's qualifications, experience and ability performing the <br />requested work (30 points); <br />2. Demonstrated experience with similar projects (30 points); <br />3. Demonstrated experience utilizing reinforcing pavement fiber in asphalt design <br />(30 points); <br />4. Experience working in Kittitas County in the past five years (20 points); <br />5. Demonstrated ability keeping projects on time and within budget (20 points); <br />6. Demonstrated ability communicating and working effectively with the public, <br />staff, Washington State Department of Transportation, Washington State County <br />Road Administration Board and regulatory agencies (20 points). <br />Anticipated Dates <br />Tasks <br />July 30, 2020 <br />Deadline for SOQ submittals <br />August 26, 2020 <br />Selection of Firms to Interview <br />September 16, 2020 <br />Interviews and Reference Checks <br />September 28, 2020 <br />Selection of firms and prepare contracts <br />October 6, 2020 <br />BOCC Award of Contracts <br />The selection process shall be as follows: <br />• Submittals are reviewed and scored by the Public Works selection committee. <br />• Selection of firms to interview may be waived if the selection committee decides to <br />award to a single firm based on review of the submittals. <br />• Firms will be selected to interview if the selection committee decides that interviews are <br />required. The specific interview format will be provided to firms in advance of <br />interviews. <br />• The Public Works Director will negotiate a scope of work and fee with the selected <br />consultant. <br />• Providing that a scope of work and fee is successfully negotiated, the consultant will be <br />recommended for award to the Board of County Commissioners during a Board business <br />session (October 6, 2020). <br />• The selected consultant will then enter into a standard professional service agreement <br />with Public Works. <br />Kittitas County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 <br />Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it <br />Page 2 of 3 <br />
