3. Project Construction:
Estimated Start Date: April 2021 Estimated End Date: Sept. 2021
Please explain phase status of the project (bid ready, design complete or preliminary design).
When the City of Ellensburg constructed the improvements on Dolarway Road / Railroad
Avenue in 2011, underground conduits for a future traffic signal at the intersection of 5th Avenue
and Railroad Avenue were installed across each leg of the intersection. Draft signal pole
locations were designed at that time to ensure the conduit crossings were installed at the
correct location. Therefore a partial design for the traffic signal was completed at that time to
about and is currently about 30% complete. In addition, a complete topographic survey was
completed with the previous project and will only require minor updates and/or spot checking of
the previous survey. Completing a final design can begin immediately upon receiving grant
award and can be complete within 6 months. It is anticipated that the project would be out to
bid late -summer 2020. Due to the typical lead time for traffic signal poles, construction would
likely begin Spring 2021 and be completed late summer 2021.
4.
