06/01/2020 MINUTES 2 GUIDELINES INTERIM WEBEX COMMISSIONERS The Board discussed interim guidelines for live streaming/recording of their meetings. Commissioner Wright felt all Board meetings should be live streamed and recorded during the time the public is not allowed to attend meetings in person, due to the current Health Order. Jim Goeben, IT Director said he did not believe they have the current storage capability for all recordings and to keep those for 6 years, in accordance with the State’s Retention Schedule. He suggested allowing him to obtain additional information before they make a final decision. He said he would get back to the Board with information by the end of the week. It was noted that all meeting Agendas are published with a link for people to call in and listen to the meetings, as it is legally required. Commissioner Osiadacz suggested including a hyperlink on the meeting Agendas for the public to access, instead of having to re-type the entire link. There was discussion on getting other Staff trained in WebEx events as well, so they can set up their own meetings. There was also a suggestion as to having an IT Staff member assist during the time of the public being restricted to access meetings in person. APPOINTMENTS UPPER COUNTY TRAFFIC COMMITTEE COMMISSIONERS Chairman Wachsmith moved to appoint Carolyn Lehman, Sabrina Risher, Cindy Millsap, Lori Nevin, Lucy Temple, and Johnson Jenson to the Upper Kittitas County Traffic Committee, and to have Commissioner District #2 to serve as Chairman and a voting member. Commissioner Osiadacz seconded. Motion carried 3-0. UPDATES COVID-19 COMMISSIONERS There were brief updates provided by the Board of County Commissioners relating to COVID-19. DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS The Board determined for the week of June 1, 2020 that they would share on their Facebook page any Press Releases from Public Health and other information relating to COVID-19; an explanation and clarity on how the WebEx platform has been developed and managed for public meetings; and a written statement from Sheriff Myers relating to the death of George Floyd in Minneapolis. He states that the actions seen in the video are not consistent with the training or values of Law Enforcement in Kittitas County, and each person deserves justice, and they will continue to work to improve policies, training, culture and transparency.
