06/02/2020 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. JUNE 2, 2020 <br />Board members present: Chairman Brett Wachsmith, Via WebEx: Vice- <br />Chairman Laura Osiadacz and Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director/Interim Engineer; and Via Webex: Mandy Buchholz, Deputy <br />Clerk of the Board II; Taylor Crouch, Deputy Clerk of the Board I; <br />Ben Kokjer, Chief Deputy; and 1 member of the public. <br /> <br />The meeting was provided to the public via Webex and they were <br />previously notified on the Agenda as to where they could access and <br />provide public comments. <br /> PUBLIC HEARING GIBB IRRIGATION FRANCHISE PUBLIC WORKS <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />an Irrigation Franchise with Brett Gibb on Cleman Road. <br /> MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER reviewed a Staff <br />Report and recommended approving a Non-Exclusive Irrigation Water <br />Franchise with Brett Gibb on Cleman Road to install a 12” irrigation <br />pipe. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. AGREEMENT GIBB IRRIGATION FRANCHISE PUBLIC WORKS CHAIRMAN WACHSMITH moved to approve a Non-Exclusive Irrigation Water <br />Franchise Agreement with Brett Gibb to Use County Roads, Rights-of- <br />Way and Other County Property within Kittitas County, for Tax Parcel <br />660133, located in Section 21, Township 17 North, Range 19 East, <br />W.M. VICE-CHAIRMAN OSIADACZ seconded. Motion carried 3-0. <br /> PUBLIC HEARING COVE ROAD SPEED LIMIT PUBLIC WORKS <br />At approximately 2:07 p.m. CHAIRMAN WACHSMITH opened a Public <br />Hearing to consider a Speed Reduction on Cove Road and to Amend <br />Kittitas County Code Section 10.08.020 Speed Limits. <br /> MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER reviewed a Staff <br />Report and said they received a speed study request from citizens on <br />Cove Road following a road fatality in February 2020.
