DEFINITIONS & INTERPRETATION <br />Except as othenryise provided herein, as used in this Agreement capitalized terms shall <br />have the following meanings: <br />means federal funds and matching state funds provided to the County under <br />this Agreement, pursuant to the Consolidated Appropriations Act, 2020, for the purpose <br />of improving the administration of elections for Federal office, including to enhance <br />election technology and make election security improvements. <br />"Business Dav" shall mean a day that is not either Saturday or Sunday and is not a <br />holiday observed by the State of Washington or a Federal holiday listed in 5 USC S <br />6103. <br />"EAC" means the Election Assistance Commission <br />UHAVA" means the Help America Vote Act of 2002 <br />'S' means the State of Washington Office of the Secretary of State. <br />"OSOS SOC" means the Security Operations Center at the Office of the Secretary of <br />State. <br />"Securitv Assessment" means the documented findings provided to the County by <br />OSOS SOC of security risk concerns regarding County elections apparatus pursuant to <br />the Security Site Visit. <br />"Securitv Site Visit" means the site visit conducted by OSOS SOC in either 2019 or 2020 <br />at the County facilities for the purpose of assessing security risks to County elections <br />apparatus and documenting identified concerns in the Security Assessment provided to <br />the County. <br />III. PURPOSE <br />It is the purpose of this Agreement to provide the County with federal funds and a state <br />matching share of funds as authorized under Section '101 of the Help America Vote Act <br />of 2002 (P.L. 107-252) (HAVA) and provided for in the Consolidated Appropriations Act, <br />2020 (Public Law 1 16-93). The purpose of this award is to "improve the administration <br />of elections for Federal office, including to enhance election technology and make <br />election security improvements" to the systems, equipment and processes used in <br />Federal elections. <br />Page 2 ot 2.1
