tG-6938 il. pEFtNtTtoNs & INTERPnETAT|ON Except as otheruvise provided herein, as used in this Agreement capitalized terms shall have the following meanings: "A!vgld" rneans federalfunds and matching state funds provided to the County under this Agreement, pursuant to the Consolidated Appropriations Act, 2020,for the purpose of improving the administration of elections for Federal office, including to enhance election technology and make election security improvements. "Busingse Day'' shall mean a day that is not either Saturday or Sunday and is not a holiday observed by the State of Washington or a Federal holiday listed in 5 USC S 6103. "EAC" means the Election Assistance Commission. "HAVA" means the Help America Vote Act of 2002 u@9" means the State of Washington Office of the Secretary of State. '9SOS SQ"C' means the $ecurity'Operations Center at the Office of the Secretary of $tate. "$ecudiy Assggsmenf' means the documented findings provided to the County by OSOS SOC of security risk concerns regarding County elections apparatus pursuant to the Security Site Visit. "$ecuiitv $ite Visil means the site visit conducted by OSOS SOC in either 2019 or 2020 at the County facilities for the purpose of assessing security risks to County elections apparatus and documenting identified concerns in the Security Assessment provided to the County. 1il. PURPOSE It is the purpose of this Agreement to provide the County with federal funds and a state matching share of funds as authorized under Section 101 of the Help America Vote Act of 20Q2 (P.L, 107-252) (HAVA) and provided for in the Consolidated Appropriations Act, 2020 (Publtc Law 116-93). The purpose of this award is to "improve the administration of elections for Federal office, including to enhance election technology and make election security improvements" to the systems, equipment and processes used in Federal elections.
