H.11.0FIREDANGERSEASONIftheCORallowstheContractortocontinueworkduringperiodsofdeclaredfiredangerorseason,theContractorshallcomplywithallapplicablestatelawsrelatingtofirepreventionandwithallspecialconditionsofworkasdirectedbytheCORandoutlinedintheattachmentattheendofthissection.BLMFIREPROTECTIONREQUIREMENTSFORWASHINGTONThisoutlinecoversthefireprotectionrequirementsofacontractororprivatepartywhoperformsserviceorconstructioncontractsonBLMland.InWashingtonState,theBLM,USForestService,BureauofIndianAffairs,andWashingtonStateDepartmentofNaturalResourcesallusethesamefour-levelindustrialregulationsystem.Thissystem,whichhelpspreventwildfiresbyregulatingworkinthewoods,isknownastheIndustrialFirePrecautionLevel(IFPL)system.Informationavailableat:http://www.blm.gov/or/districts/spokane/fire/index.phpForareasoutsidethislink(generallytheColumbiaBasin)callthelocalBLMoffice.Spokane509-536-1200Wenatchee509-665-2100.1.CLOSEDFIRESEASONTheclosedfireseasonmeansthatfireseasonhasbeendeclared.TheBLMworkswiththeirneighboringagencieswhendeclaringthisissuingpublicnoticesthroughthenewspapersandradiowhenfireseasonwillbeclosedfortheirindividualdistricts.Closedfireseasondependsuponthedryingofforestfuels,rainfall,andtimeofyear.Duringtheclosedfireseason,thefollowingrequirementsmustbemet:a.Firetoolsmustbeonsite;b.Fireextinguishermustbeinallvehicles;c.Chainsawsmusthavea.023-inch <br />meshscreeninstalledintheexhaust;d.Onlyunmodifiedsawsaretobeusedintheforest;e.Approvedsparkarrestersmustbeonallinternalcombustionengines;f.Watchmanservicemustbeprovidedfor3hrsaftershutdownofpowerequipmentfortheday;g.Nosmokingispermittedwhileworkingortravelingthroughanyoperationsareaintheforest;h.NouseofexplosivesispermittedunlessapprovedbytheBLMrepresentative;i.PermitstoburnarerequiredunlesswaivedbyaBLMrepresentative.j.Permitstooperatepower-drivenmachineryshallbeobtainedbytheContractorpriortocommencingoperationsunlesswaivedbyarepresentativeoftheStateForester.2.FIREPRECAUTIONLEVELSThereare4fireprecautionlevelsthatbeginwithlevellatthestartoftheclosedfireseasonandcangothroughlevel4ifconditionswarrant.Thefireprecautionlevelsrestrictcertainforestoperationsasthefiredangerincreases.Itistheresponsibilityoftheindividualoperatingonforest/rangelandtoknowtheprecautionlevelforthedayandtakethecorrectfireprecautions.Therearenoprecautionlevelspriortotheclosedfireseason.Eachfireprecautionlevelrequiresadherencetotherestrictionsapplicabletoalllowerlevelsinadditiontothelimitsplacedbythatlevel.AtanytimePage15
