pO�� Lp5LMF5...'fp �ECpC ye <br />L <br />KMITAS COUNTY <br />KZTTZTAtS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />STUDY SESSION MINUTES <br />December 22, 2014 <br />THOSE PRESENT: Gary Berndt, Paul Jewell, Obie O'Brien, (BOCC) Kirk Holmes, <br />Jan 011ivier, Jeff Watson, Doug D'Hondt, Maria Fischer, Roy <br />Chance, Kathy Jurgens,(DPW) Minutes were written from <br />recording after the fact. <br />K TEAM PRESENTATION <br />FOR LEAN PROCESS: 011ivier presented the current status of the Lean process <br />happening in Public Works — 5 intensive days for the team. She <br />explained that the team chose to try to improve the PW project <br />process. Project development was the focus, trying to speed up <br />the permitting process and streamlining the whole, while <br />reducing costs. She explained the goals of this Lean Project. Kirk <br />Holmes was the sponsor of the project. Kathy Jurgens also <br />spoke about the Lean experience, as did Roy Chance, Jeff <br />Watson, Doug D'Hondt, and Maria Fischer. Discussion with the <br />Board followed. The Board asked about measurable goals. <br />Further discussion followed. <br />Board Direction: Keep the Board updated with progress reports. <br />LOWER COUNTY <br />SHOP: <br />Holmes submitted a draft concept design to the Board for a new <br />Lower County Shop, and explained his ideas. Discussion <br />followed on why we would want to plan to move County <br />employees out to the Airport, spreading them further apart, <br />rather than bringing them together. Holmes stated that he is <br />presenting this to the Board in this fashion, and it is up to the <br />Board to make some decisions about the concepts for a new <br />shop facility, and give direction about what direction they want to <br />go. Discussion followed on the draft concept as presented and <br />where and whom the details came from, such as how many <br />offices are in the proposed facility. Jurgens explained how this <br />came about. Holmes added that there are several other agencies <br />interested in joining PW out at the Airport. Further discussion <br />followed. <br />Board Direction: <br />Board will review the draft concept design. <br />INTERPRETIVE CENTER: <br />D'Hondt reported working with CDS on permitting for this project, <br />including SEPA and a shoreline permit. Archaeology is creating <br />issues also. This will cost additional funds. An additional $15K <br />will be needed for foundation design and water system design. <br />Flood permitting will cost $7K, and other additional costs are <br />adding up.
