KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />TUESDAY 1:30 PM May 29, 2018 <br />Board members present: Chairman Laura Osiadacz, Vice -Chairman <br />Obie O'Brien. <br />Others: Dan Carlson, Calvana Carper (CDS), Mark Cook, Candie <br />Leader, Sara Folk (PW), Daily Record reporter and six members of <br />the public. <br />Meeting was called to order at 1:30 P.M. <br />UPDATE ON BUILDING PERMIT ACTIVITY <br />Director Carlson stated his department is currently experiencing <br />500-60o increase in permit applications and inspections from <br />last year. A mild winter, the adoption of the Wildland Urban <br />Interface Appendix C and as well as some upcoming plats have <br />contributed to this increase. With that being said, Director <br />Carlson shared that hiring contract help this summer will be <br />needed. He will present proposed contracts at the next study <br />session. <br />DISCUSSION REGARDING SMP SETTLEMENT HEARING SCHEDULE <br />In the current Shoreline Master Plan Settlement, one of the <br />requests from the Yakima Nation was to have an optional joint <br />review process with state and county which would allow the <br />decision to get to Ecology more expedited. This optional joint <br />review would only require one public hearing which doesn't match <br />the Kittitas County code, which requires two public hearings. <br />Director Carlson asked the board if they would like to have one <br />of the public hearings as a closed record hearing. The board <br />would like to have both an open record public hearing. <br />DISCUSSION REGARDING IWUIC VARIANCE COMMITTEE <br />Director Carlson asked for direction from the board on how they <br />would like to proceed with the applicants for the IWUIC Variance <br />Committee. The board expressed that all 12 applicants were well <br />diverse and full capable of serving on the committee. Director <br />Carlson will present the board with a resolution to appoint <br />members at the next study session. <br />f►011-1111161PAM&I Ins"I I =I <br />
