KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Continued Public Works Study Session from May 14, 2018 at 1:30 <br />PM <br />MONDAY 8:00 AM May 15, 2018 <br />Board members present: Chairman Laura Osiadacz; Vice -Chairman <br />Obie O'Brien; Commissioner Paul Jewell <br />Others: Mark Cook and Candie Leader, Public Works <br />COUNCIL OF GOVERNMENTS PUBLIC FACILITIES APPLICATION PROCESS <br />At 8:07 am Chairman Laura Osiadacz opened the Continued Public <br />Works Study Session from May 14, 2018 at 1:30 pm. Mark Cook <br />requested to add one item to the agenda under Other Business - <br />STBG 2018 Allocation. <br />Mark Cook gave background for Commissioner Jewell of the ongoing <br />process of updating policies and the application documents by <br />the Conference of Governments (COG). Mark Cook stated that at <br />the last COG meeting the group approved the draft policies <br />pending Board of County Commissioner (BOCC) approval. Mark Cook <br />added that tomorrow night he will present the final package <br />including exhibits for COG and once they approve the final <br />package he will bring forward for BOCC adoption by Resolution. <br />Mark Cook asked that if the BOCC has any edits to please forward <br />those for consideration. Discussion was held. No direction was <br />given. <br />STBG 2018 ALLOCATION <br />Mark Cook gave background on the STBG program where every <br />biennium the federal government gives tunaing to the state for <br />surface transportation block grants for rural counties to <br />solicit cities for projects with the fund being divided into <br />rural, urban or either. Mark Cook added that on occasion there <br />will be carry over funds from the last biennium as is the case <br />in 2018. Mark Cook continued explaining that a technical <br />committee reviews the projects, scores the projects, ranking is <br />completed and then the technical committee meets to discuss how <br />to adjust projects to meet the funding windows. <br />2018-05-15 MINUTES <br />
