KITTITAS COUNTY CONFERENCE OF GOVERNMENTS <br />PUBLIC FACILITIES FUND <br />POLICY NUMBER: 2018-08 <br />POLICY TITLE: Annual Fund Reserve and Allocation <br />NARRATIVE: <br />The Conference of Governments (COG) retains fund balance in the Public Facilities <br />Fund supporting all active project allocations. In addition to maintaining funds covering <br />previous award financial obligations, the COG sets aside an amount as reserve for <br />future year projects as a budget line item within the Public Facilities Fund (Kittitas <br />County Department of Public Works). The amount of annual fund reserve is $250,000. <br />These funds are intended to support emergency requests, or requests for supplemental <br />project funding, from recipients and/or to cover unanticipated project expenses that <br />could significantly impede the ability for a grant recipient to meet project delivery <br />timellnes. <br />Any request to access the "annual fund reserve ($250,000)" shall be made to COG in <br />the following manner: <br />• Initial verbal request is made at a regularly scheduled COG meeting. <br />Providing a majority of members present at the meeting vote to move the request <br />forward for immediate BOCC consideration. <br />• The Kittitas County Department of Public Works Director schedules a special <br />meeting with the BOCC (if timeline dictates) presenting the request for special <br />funding from the annual fund reserve budget line as supported by the COG. It is <br />the desire of COG that requests to access the annual fund reserve is managed <br />by the BOCC as rapidly as possible. <br />• Providing the BOCC adopts the COG's recommendation for funding, the <br />recipient's contract is amended or a new contract is produced in the case of <br />emergency project creation. <br />Other than the annual fund reserve ($250,000) — no other 0.09 funding is obligated for <br />annual sett aside within the Public Facilities Fund. It is the expectation of the COG that <br />all annual 0.09 "Distressed County Funding° is in play for allocation pursuant to COG <br />adopted project review and award policies at the onset of any given grant year. <br />
