KITTITAS COUNTY CONFERENCE OF GOVERNMENTS <br />PUBLIC FACILITIES FUND <br />POLICY NUMBER: 2018-05 <br />POLICY TITLE: Project f=und Banking <br />NARRATIVE: <br />The Conference of Governments (COG) recognizes that a competitive grant award <br />process does not lend itself well to funding all applicant projects submitted in any given <br />grant award cycle. The COG also recognizes that the funding request from a COG <br />participant may be of significant value precluding any other awards in any given grant <br />cycle. The COG recognizing annual funding constraints and the group's desire to fund <br />as many requests as possible in any given grant cycle does hereby allow the award of <br />project funding on an incremental basis. Incremental funding award may span two <br />years of award subject to the following conditions: <br />No project may bank funds beyond two consecutive grant cycles. Grant <br />recipients may appeal to COG for consideration of project delays that could not <br />have been reasonably foreseen by the project sponsor. The COG retains <br />discretion on extending project funding beyond two years. <br />2. Matching funds are required for incremental fund award. <br />3. The project shall commence immediately upon award of the second funding <br />cycle. <br />4. The project must be completed on December 316t, two calendar years from the <br />end of the second funding year. Example: the second year of funding is <br />awarded on ,July 11t, 2020. The completion date for the project must be on or <br />before December 31't, 2022. <br />6.
