KITTITAS COUNTY CONFERENCE OF GOVERNMENTS <br />PUBLIC FACILITIES FUND <br />POLICY NUMBER: 2018-01 <br />POLICY TITLE: Project Award Process <br />NARRATIVE: <br />Following annual receipt of distressed county funds from the State of Washington, the <br />Board of County Commissioners (BOCC) determines the amount of money that is <br />available to the Conference of Governments supporting the Public Facilities Fund Public <br />Infrastructure funding program. The BOCC then solicits the Conference of <br />Governments (COG) for prospective projects utilizing forms provided by the Kittitas <br />County Department of Public Works (DPW). The BOCC submits project forms along <br />with all other COG members. <br />Prospective projects are submitted to the COG and reviewed by COG members. Rating <br />criterion is applied and each prospective project is evaluated for adherence to the <br />criterion. Project proponents are allowed a project presentation not exceeding ten (10) <br />minutes in duration. Once all prospective projects are scored, the Kittitas County <br />Department of Public Works compiles project score sheets and produces a draft <br />summary of scoring results for COG final evaluation. COG reserves the right to make <br />final adjustments creating a preferred list of projects for BOCC consideration. The final <br />list is created by a COG membership vote and is based on simple majority of the <br />membership present during voting. The BOCC, having received the preferred funding <br />list from the COG, takes separate and final action developing the annual project list for <br />funding. <br />Following BOCC funding action, the DPW creates contracts for all funding recipients. <br />Funding becomes available to all recipients on January 1* of the following year. <br />Recipients may "spend ahead" on an awarded project at their own expense prior to <br />January 1st. Reimbursement for "spending ahead" may be submitted on or after <br />January 1st of the award year. Recipients may submit requests for cost recovery on a <br />monthly basis until such time that project funding is expensed or a period of three years <br />terminates the funding. Any terminated funding returns to the Public Facilities Fund and <br />may be re -allocated by the COG at their discretion; subject to final BOCC approval. <br />
