Cook <br />RECOMMENDATION: <br />Adopt COG polices. <br />BRIEFING SUMMARY: <br />For months staff has worked with the Council of Governments revising the Public <br />Facilities Grant Application Process <br />Numerous changes have been made to the application process at the request of <br />COG <br />• The 2019 application process is set to begin shortly <br />• COG desires using the new application process for the 2019 grant round <br />BACKGROUND: <br />For the past several months, Public Works (PW) staff has worked with COG members <br />developing policies designed to clarify grant applications and overall management of <br />grant awards and fund reserves. Numerous policies have been developed and reviewed <br />by COG for Board of County Commission (BOCC) evaluation. Policies and supporting <br />documents are now ready for BOCC consideration. <br />DISCUSSION: <br />The COG desires changing grant match from 13.5% to 10.0%. Numerous ranking <br />criteria are changes to eliminate ambiguity and/or add clarity in the scoring process. <br />Supporting forms are also simplified for recipient reporting. A single annual fund reserve <br />is suggested for PW administration ($250,000). The entire list of COG policies are <br />attached as FJMBIT 1 (referenced documents arc contained within each policy). <br />FISCAL IMPACTS: <br />Grant match is now defined to be "cash" only.
