KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMIVIISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: May 14, 2018
TOPIC: Council of Governments Public Facilities Application Process
ACTION REQUESTED: Adopt COG Policies
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Adopt COG polices.
BRIEFING SUMMARY:
For months staff has worked with the Council of Governments revising the Public
Facilities Grant Application Process
Numerous changes have been made to the application process at the request of
COG
• The 2019 application process is set to begin shortly
• COG desires using the new application process for the 2019 grant round
BACKGROUND:
For the past several months, Public Works (PW) staff has worked with COG members
developing policies designed to clarify grant applications and overall management of
grant awards and fund reserves. Numerous policies have been developed and reviewed
by COG for Board of County Commission (BOCC) evaluation. Policies and supporting
documents are now ready for BOCC consideration.
DISCUSSION:
The COG desires changing grant match from 13.5% to 10.0%. Numerous ranking
criteria are changes to eliminate ambiguity and/or add clarity in the scoring process.
Supporting forms are also simplified for recipient reporting. A single annual fund reserve
is suggested for PW administration ($250,000). The entire list of COG policies are
attached as FJMBIT 1 (referenced documents arc contained within each policy).
FISCAL IMPACTS:
Grant match is now defined to be "cash" only. A single fund reserve is now set at
$250,000 —pending BOCC approval.
ATTACHMENTS:
Exhibit 1: 2018 Proposed COG Policies
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS' WORK SESSION STAFF REPORT
