KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST STH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY <br />1:30 PM <br />May 14, 2018 <br />Board members present: Chairman Laura Osiadacz; Vice -Chairman <br />Obie O'Brien; Commissioner Paul Jewell <br />Others: Mark Cook, Sara Folk, Jim Van De Venter, Public Works; <br />Dan Carlson, Stephanie Mifflin, Lindsey Ozbolt, Community <br />Development Services; Eric Trygstad, Fire Marshal; Kayla Bonar, <br />Daily Record; Approximately Twenty (20) members of the public <br />HYAK ROAD SYSTEM UPDATE <br />At approximately 1:30 pm Chairman Laura Osiadacz opened the <br />Public Works Study Session. Mark Cook requested to add one item <br />to the agenda under Other Business - STBG 2018 Allocation. <br />Mark Cook reported back to the Board of County Commissioners <br />(BOCC) on their previous request to research a Transportation <br />Benefit District fund for maintenance at Hyak. Mark Cook <br />explained the funding mechanisms allowed by State law and <br />identified numerous restrictions towards capital construction <br />and Mark Cook noted the suite of options, one being specifically <br />for maintenance operations, which is tolling. Mark Cook <br />presented a summary of financial information for snow removal <br />for the past twenty (20) years at Hyak and countywide. <br />Discussion was held. Chairman Osiadacz called for public <br />comments and approximately six (6) members of the general public <br />addressed the BOCC on the topic. Staff was directed to research <br />the topic of donation of roads and return with an update. <br />GRADING PERMIT REQUIREMENTS AND DRIVEWAY CONSTRUCTION <br />Mark Cook gave background on the current grading ordinance and <br />identified issues with the permitting and driveway construction. <br />Mark Cook explained the issue of requiring engineered plans and <br />proposed a code amendment to amend the grading permit <br />exemptions. Discussion was held with Commissioner Jewell <br />expressing concerns regarding exemptions, specifically private <br />roads. Further discussion was held on restricting exemptions. <br />Chairman Osiadacz called for public comment with two (2) members <br />of the general public commenting on the topic.
