KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: March 25, 2019 <br />TOPIC: Flood Alleviation at Bowers Field Airport (ELN) <br />ACTION REQUESTED: informational Briefing—No Action Required <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Support the preferred flood alleviation alternative submitted to the Federal Aviation <br />Administration (FAA). <br />BRIEFING SUMMARY: <br />• Public Works (PW) recently submitted a preferred flood alleviation proposal to <br />the Federal Aviation Administration as part of ongoing Environmental <br />Assessment work at Bowers Field (ELN) <br />• Flood modeling suggests significant benefit to the airport and downstream <br />property owners <br />• The FAA will now be lobbied for including flood alleviation into the Capital <br />Facility Plan <br />BACKGROUND: <br />PW's hydrology and hydraulics consultant (Watershed Science and Engineering) utilized <br />the County's Whiskey and Mercer Creeks two dimensional flow model testing various <br />flood alleviation options for ELN. The work is funded by the Environmental Assessment <br />begin conducted in support of the Capital Improvement Plan. During recent years, flood <br />flows have forced intermittent closures of runway 11-29. <br />DISCUSSION: <br />The following preferred actions are being presented to the FAA as an Appendix to the <br />EA (EXHIBIT 1): <br />• Extend/cleanout the taxiway ditch to the north end of runway 11-29 <br />• Construct an east -west ditch along abandoned taxiway at north end of runway 11- <br />29 to capture and route overland flow away from Bowers Field and towards <br />Whiskey Creek to prevent flooding across runways <br />Page 1 of 3 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
