KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: February 25, 2019
TOPIC: Hartman Road Vacation Request
ACTION REQUESTED: Schedule the Public Hearing Considering the Vacation of
Hartman Road
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct staff docket a request for the Board to set a public hearing considering the vacation of
Hartman Road.
BRIEFING SUMMARY:
• Public Works (PW) recently received a request from Martha Wycoff requesting the
vacation of Hartman Road
• PW supports the vacation of Hartman Road
• PW advocates that no financial compensation be sought from the Wycoff s as road
maintenance cost savings more than offset any anticipated value received from the
vacation
BACKGROUND:
Hartman Road is a thirty (30) feet wide gravel surface— dead-end length roadway of 2,940
feet. Two owners (Section 20 LLC and Micheletto Road LLC) are impacted by the proposed
vacation — both support vacation. PW currently maintains Hartman Road, grading as
necessary maintaining a smooth driving surface.
DISCUSSION:
PW attempted vacation of Hartman Road in 1996. That effort failed due to lack of public
support. The road does not provide access to water or recreation land. Ownership issues
now allow for vacation and PW supports the vacation request.
FISCAL IMPACTS:
PW recommends that no financial compensation be sought by the County as eliminating
ongoing maintenance costs are expected to offset any revenue generated from the vacation
action.
ATTACHMENTS:
Exhibit L Wycoff request letter
Exhibit 2: Map
Page I of 3
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
