(EXHIBIT 2). It appears that lobbying efforts from local developers are successful in
prompting this City action.
PW will have final cost estimates for increased LiDAR accuracy during the second full
week in February. Given the recent letter from the City, it is likely the City will decline
cost sharing the effort. There is little value to the County to conduct the effort on our
own. Following a declination from the City to cost share, PW will give direction to our
modeling consultant to submit the model to FEMA for final review — with no further
investment.
Failure on the part of the City will likely be met with dissatisfaction from FEMA's
Cooperative Technical Partnership program. It is unknown at this time what options exist
for the County adopting model results in rural Kittitas County and within the Urban
Growth Boundary of the City of Ellensburg. Given that our current modeling effort
(Reecer Creek) is intended to support pending floodplain actions in the City of
Ellensburg. PW will conference with our CTP grant officer and determine what options
exist for abandoning the Reecer Creek modeling effort and re -tasking remaining grant
fiends to Crystal Creek in the Cle Elum/Roslyn area. Given the recent action by the City,
is unlikely that any further modeling in the Ellensburg basin impacting City floodplains
will be met with favorable results in model adoption. PW proposes shifting our modeling
efforts away from the Ellensburg area and focus on rural Kittitas County.
FISCAL IMPACTS:
To date, $120,083.58 has been invested on model creation (grant plus consultant fees).
ATTACHMENTS:
Exhibit 1: Ellensburg Letter from 08/18 Requesting Third Party Review
Exhibit 2: Ellensburg Letter of Concurrence
Exhibit 3: Ellensburg Letter Withdrawing Concurrence
Page 2 of 5
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
