KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY <br />1:30 PM <br />DECEMBER 10, 2018 <br />Board members present: Chairman Laura Osiadacz; Vice -Chairman Obie <br />O'Brien; Commissioner Cory Wright <br />Others: Justin Turnbull, Candie Leader, Public Works <br />At 1:35 pm Vice --Chairman O'Brien opened the Public Works Study <br />Session. No additional agenda items were added. <br />REQUEST TO APPROVE A RESOLUTION AUTHORIZING CHAIR SIGNATURE ON KPFF <br />TASK ORDER NO. 16 SUPPLEMENT NO. 1 - BIG BOULDER CREEK BRIDGE <br />REPLACEMENT <br />Justin Turnbull presented the Resolution for consideration. Justin <br />Turnbull stated that this supplement is for additional support <br />services due to Engineering Services Manager, Sara Folk leaving <br />employment. Discussion was held. Commissioner Wright made a motion <br />to approve Resolution 2018-203 Authorizing Chair Signature on KPFF <br />Task Order No. 16 Supplement No. 1 - Big Boulder Creek Bridge <br />Replacement. Vice -Chairman O'Brien seconded the motion. Motion passed <br />3-0. <br />LANIGAN SPRINGS PUBLIC RIGHT OF WAY ESTABLISHMENT <br />Justin Turnbull gave background on the road issues in Lanigan Springs <br />explaining that the roadway parcels were in tax title after the <br />developer defaulted on tax payments. Justin Turnbull stated that <br />staff is now asking for direction forward to get the right of way <br />established now that Public Works owns the parcels. Discussion was <br />held. Vice -Chairman O'Brien made a motion to direct staff to prepare <br />enabling documentation to get the right of way established. <br />Commissioner Wright seconded the motion. Motion passed 3-0. <br />PROPOSED VACATION OF MICHELETTO ROAD <br />Justin Turnbull stated that property owners at the end of Micheletto <br />Road have gated the roadway so Public Works maintenance vehicles can <br />no longer turn around while performing maintenance tasks. Justin <br />Turnbull added that it is understood by staff that the property.owners <br />no longer desire Public Works maintenance support. Discussion was <br />held. Vice -Chairman O'Brien made a motion directing staff to prepare <br />enabling documents to set a Public Hearing for January 15, 2019 at 2pm <br />to consider the Vacation of Micheletto Road_ Commissioner Wright <br />seconded the motion.
