Cook <br />RECOMMENDATION: <br />Authorize the transfer of tax parcel 21998 from the Auditor's Office to the Flood Control <br />Zone District. <br />BRIEFING SUMMARY: <br />• The County received tax parcel 21998 (EXHIBIT 1) as a tax title transfer <br />• A crack willow elimination demonstration project is proposed for 2019 by Mid - <br />Columbia Fish Enhancement Group <br />• The Flood Control Zone District (FCZD) is supporting the proposed project with <br />design and construction contributions <br />• The FCZD is willing to take the property (Minimum bid $2,223.65) into District <br />ownership facilitating the project <br />BACKGROUND: <br />The Auditor's Office is the current owner of record of tax parcel 21998. A habitat <br />enhancement project is planned for the property in 2019. The Flood Control Zone District is <br />proposing to acquire the property from the Auditor's Office clearing the way for cooperation <br />towards habitat enhancement construction efforts. <br />DISCUSSION: <br />Moving the property from the Auditor to the Flood Control Zone District creates <br />accountability for the project and decisions impacting the long term viability of the property. <br />Staff believes that having the property in FCZD ownership will assist resource agency review <br />of the project in the permitting stage.
