KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM June 26, 2017 <br />Board members present: Chairman Paul Jewell, Vice -Chairman Laura <br />Osiadacz, and Obie O'Brien <br />Others: Dan Carlson, Mike Flory, Lisa Iammarino, Stephanie <br />Mifflin (CDS), Mark Cook, Candie Leader, Lucas Huck (PW), and <br />approximately 3 members of the public. <br />Meeting was called to order at 1:30 P.M. <br />Review Draft Work Plan for Solar Moratorium <br />Dan stated on July loth the Board will hold a public hearing to <br />consider a work plan for the solar moratorium. Dan presented the <br />draft work plan to the Board. No direction was given. <br />Discussion Regarding Short Term Rentals <br />Dan gave a brief overview of what a short term rental is. Dan <br />stated there have been complaints regarding these rentals <br />related to noise and traffic. Commissioner Osiadacz stated her <br />concern with these rentals in regards to a fire, life & safety <br />standpoint. There was discussion on putting these rentals into <br />the comprehensive plan work and defining what a short term <br />rental is and how the County might regulate these rentals. Mike <br />Flory stated the International Residential Code does not define <br />these rentals and if the definition were to live in the <br />International Building Code, these rentals would need to comply <br />with commercial building standards. Mike stated once the County <br />defines these structures, enforcing the regulations should be <br />captured in a conditional use permit or a business license, not <br />under the Fire Marshal with a fire, life & safety inspection. <br />Pat Deneen, member of the public, stated a large number of homes <br />in Upper County are used as vacation rentals. Pat stated his <br />opposition for a conditional use permit as the solution. <br />Consider Approving Lease for New Copy Machine <br />Dan stated CDS is nearing the end of the lease for the copy <br />machine. Dan presented the new lease to the Board. Dan stated <br />CDS would like to enter into the new lease. Commissioner Jewell <br />asked if there were other lease proposals to consider.
