Page 1 of 2 Public Notice Kittitas County, Ellensburg WA REQUEST FOR PROPOSALS For Fixed Base Operator Services at Bowers Field Airport PURPOSE: Kittitas County is requesting proposals from interested service providers supporting Iimited fixed base operator services at Bowers Field Airport. The current FBO (Midstate Aviation) is scheduled to terminate numerous current FBO services on November 8, 2017. Kittitas County desires interested service providers consider offering the following suite of services: Maintain and staff an FBO Office at Bowers Field including a pilot lounge, transient pilot weather information and flight planning room. Provide and maintain a vending machine supporting pilot snacks available a minimum of eight hours per day, six days per week. Furnish, clean, stock and maintain restrooms available to the general public 24 hours a day, seven days per week. Coordinate rental cars for pilots with area rental car providers. • Manage the County's tie down areas. Coordinate with the Airport Manager and file NOTAMS with the Federal Aviation Administration as required. Act as security monitor for airport access through all gates. Provide additional services as determined and agreed to by the Airport Manager. Currently, the County's main hangar facility is occupied by Central Washington University. Their occupancy of the facility is expected to continue until the current lease is reviewed in October, 2023. Responders are advised to consider that use of the County's main hangar supporting limited FBO services is unlikely until October, 2023. PROCEDURES FOR SUBMITTAL: If you wish to be considered for providing limited N'130 services at Bowers Field Airport, you must respond with your proposal by 10 AM, local time, Friday November 10th, 2017. Proposals shall be submitted in sealed envelopes marked as follows: 2417 Limited Fixed Base Operator Services at Bowers Field. The envelopes shall also be marked as follows: Attention Airport Manager. Submittals shall include a one page cover letter indicating your interest is providing limited FBO services and identified above — or any combination of listed services you'd like to provide. Submittals shall also include three copies of your proposal describing your ability and history as an aviation service provider and your ability to professionally provide the aforementioned services. Kittitas County reserves the right to reject any and all proposals and to waive any informality in the interests of the County.
