KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COM NUSSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: October 20, 2017
TOPIC: Bowers Field Limited FBO Service RFP
ACTION REQUESTED: Authorize Advertisement of the RFP
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Authorize advertising for limited Fixed Base Operator (FBO) services at Bowers Field.
BREIFM SUMMARY:
• Current FBO services terminate on November 8, 2017.
• Public Works (PW) desires establishing limited FBO services beyond November
S, 2017.
• PW is ready to advertise for service.
BACKGROUND:
Midstate Aviation will cease providing F130 services at.Bower Field on November 8,
2017 with the exception of maintaining County fuel sales and providing aircraft
maintenance. All other services as detailed in their 2016 lease (FBO attachment —
EXHIBIT 1) will temiinate. The airport has provided FBO services for the past 25 years
or more.
DISCUSSION:
PW presumes the Board of County Commissioners (BoCC) desires maintaining FDO
services at Bowers Field. Central Washington University (CWLT) has expressed potential
interest in being a service provider and will likely respond with a proposal pursuant to
our Request for Proposals (EXHIBIT 2).
It is likely that Bowers Field will go some period of time without limited FBO services.
We are set to open proposals on November 10, 2017. County contracting process is
expected to take four to six weeks to complete. During that time, the County will need to
secure Notice to Airman. (NOTAK issuing capability. PW is working with our airport
consultant (Century West) to ensure that NOTAMs can be issued beyond November 8,
2017 and until such time that a service provider is contracted.
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
