Cook <br />RECOMMENDATION: <br />Authorize advertising for limited Fixed Base Operator (FBO) services at Bowers Field. <br />BREIFM SUMMARY: <br />• Current FBO services terminate on November 8, 2017. <br />• Public Works (PW) desires establishing limited FBO services beyond November <br />S, 2017. <br />• PW is ready to advertise for service. <br />BACKGROUND: <br />Midstate Aviation will cease providing F130 services at.Bower Field on November 8, <br />2017 with the exception of maintaining County fuel sales and providing aircraft <br />maintenance. All other services as detailed in their 2016 lease (FBO attachment — <br />EXHIBIT 1) will temiinate. The airport has provided FBO services for the past 25 years <br />or more. <br />DISCUSSION: <br />PW presumes the Board of County Commissioners (BoCC) desires maintaining FDO <br />services at Bowers Field. Central Washington University (CWLT) has expressed potential <br />interest in being a service provider and will likely respond with a proposal pursuant to <br />our Request for Proposals (EXHIBIT 2). <br />It is likely that Bowers Field will go some period of time without limited FBO services. <br />We are set to open proposals on November 10, 2017. County contracting process is <br />expected to take four to six weeks to complete. During that time, the County will need to <br />secure Notice to Airman. (NOTAK issuing capability.
