Cook <br />RECOMMENDATION: <br />Direct staff prepares the final RID financing plan and notice petitioners. <br />BREIFING SUMMARY: <br />• Staff has redesigned Weihl Road at twelve percent (12%) grade <br />• The revised project cost is now approximately $750,000 <br />• RID Petitioners have agreed to paying $450,000 <br />• The Board of County Commissioners must now direct staff on funding specifics <br />• Following the final financial plan, the RID can move through process <br />BACKGROUND: <br />During the past year and one half, staff has worked with Weihl Road residents towards <br />resolving access issues associated with Weihl Road. Recently, the Prosecuting <br />Attorney's Office identified the need for the improved roadway to be brought onto the <br />public road system upon improvement completion. The decision has forced Public <br />Works (PW) to redesign the proposal — flattening the proposed grade from 15% to 12%. <br />The project cost has grown from $450,000 to $750,000. Road Improvement District <br />(RID) petitioners have previously agreed to pay the initial cost estimate of $450,000. <br />DISCUSSION: <br />The cost of Weihl is up significantly from original estimates improving the roadway to a <br />private road standard. Ongoing maintenance costs were originally envisioned to be <br />placed on RID petitioners. The public roadway eliminates the need for ongoing costs for <br />maintenance that were expected to be borne by petitioners. The original financial plan <br />was designed to minimize annual cost impacts. Several options exist closing the funding <br />gap between the private road cost and the public road cost. The Board of County <br />Commissioners can elect to cover the funding gap ($300,000), the cost recovery period <br />can be extended lowering Commission contribution, or the petitioners can be forced to <br />cover all increased costs. <br />Page 1 of 4 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
