KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />STUDY SESSION STAFF REPORT <br />AGENDA DATE: <br />ACTION REQUESTED: <br />August 28, 2017 <br />Informational Only <br />BACKGROUND: The University Way Bridge over the BNSF railroad tracks <br />is need of repair. Damage to the superstructure and <br />substructure has been identified on the girders and the cross <br />beams, and settlement at both bridge approaches has been <br />identified resulting in the design and proposed construction <br />of new approach slabs. <br />Resolution 2017-058 funding the shortfall of $445,000 for <br />the construction of the Dolarway Roundabout, required the <br />County to move forward with the required repairs. <br />Bids were opened on August 23, 2017 at 10:00 a.m. in the <br />Public Works Department. <br />One (1) bid was received from Combined Construction. <br />Inc. the bid proposal was deemed incomplete as the <br />Certificate of Compliance — Wages was not included by the <br />bidder in the proposal as required. Additionally the low bid <br />was approximately 25% over the engineers estimate. <br />Public Works has been unsuccessfully working to obtain <br />the permits required from BNSF for the repairs below the <br />bridge. Public Works has rejected all bids for the project <br />and will re -advertise the project in the spring of 2018 in <br />hopes of receiving more competitive bids. <br />INTERACTION: Public Works <br />ATTACHMENTS: Notice of Rejection of Bids, Bid Tabs <br />LEAD STAFF: Lucas Huck, County Engineer <br />
