Cook <br />RECOMMENDATION: <br />Finalize property acquisitions. <br />BREIFING SUMMARY: <br />• Sparks property is in escrow ($20,000 from FCZD) <br />• Papineau short plat is complete and ready to submit to CDS <br />• Review appraisal opinion is being completed based on 39.9 acres <br />• Water right is being separated for acquisition <br />• FEMA alternative project is complete — equipment is being purchased — <br />temporary bridge procurement remains uncompleted <br />BACKGROUND: <br />In 2016, Public Works received approximately $500,000 in integrated plan money for the <br />acquisition of two Ringer Loop properties. These properties are critical in allowing the <br />Yakima River to meander in the vicinity of WDF W's boat ramp. The Sparks/Stalder <br />property is located at the downstream bend in the river from the boat ramp. The <br />Papineau property is the agricultural field associated with the river's breech at Ringer <br />Loop Road. The Sparks/Stalder property is in escrow. We are prepared to submit a short <br />plat (EXHIBIT 1) on the Papineau property and are awaiting a revised statement of value <br />from the appraiser adjusting the original land estimate from 43.75 acres down to 39.9 <br />acres. The reduced area results from survey research conducted by County Survey <br />Turnbull as accepted by Mr. Papineau. <br />DISCUSSION: <br />Discussion with County Commissioner Jewell affirms the value of acquiring Papineau's <br />water right associated with the 39.9 acre acquisition. Staff has verified the particulars of <br />the water right with DOE water trust program and with RCO. Once the revised statement <br />of value is received from the appraiser, we will know the amount of supplemental <br />funding needed to acquire water rights beyond the grant funding for land acquisition. <br />In a related Ringer Loop update, we have concluded our alternative project with FEMA. <br />We are approved to acquire approximately $1.01 million in equipment.
