that they will not be going to a meeting or cater to their agenda. <br />Chairman Osiadacz added that it is the Commissioners responsibility <br />to spend tax dollars wisely and she believes it is unwise to invest <br />in a facility that is on someone else's property. Shannon Lowry <br />commented that she understands that recreation isn't a high <br />priority for the County and under previous management at Public <br />Works; staff was very engaged in the plan and had conversations on <br />a path to working together. Chairman Osiadacz stated that <br />recreation is very important to the County and that currently there <br />is an unequal partnership between the County and Grant County PUD. <br />Shannon Lowry asked if the lack of grants funds means that the <br />restrooms won't be getting repaired. Vice -Chairman O'Brien replied <br />that currently no funding has been found for the repairs and <br />funding for the facility is a challenge for the County. Vice - <br />Chairman O'Brien continued that the County and Grant County PUD <br />need to work together to get them fixed and would be open to <br />meeting with the PUD Commissioners. Vice -Chairman O'Brien added <br />that the restroom facility could be repaired to previous levels but <br />upgrading to vandal proof facilities should be jointly funded. <br />Chairman Osiadacz agreed with Vice -Chairman O'Brien that Kittitas <br />County should not fully fund the upgrade and that the costs for <br />vandal proof facilities should be a partnership. Mark Cook thanked <br />the Board for having a conversation with Shannon Lowry and will <br />update the Board if he hears anything further from FERC regarding <br />the comments that were submitted. <br />DRAFT RESOLUTION OF INTENT TO FORMULATE ROAD IMPROVEMENT DISTRICT <br />NO. 2018-01 WIEHL ROAD <br />Mark Cook stated that the last study session he committed to <br />bringing forward a draft resolution for Board review and added that <br />the Board may want legal review on the document. Mark Cook then <br />went through the steps after the resolution is approved including <br />notice in the newspaper of record and letters being sent out to <br />property owners. Mark Cook added that he would like to get this <br />item placed on the October 16, 2018 agenda session. Vice -Chairman <br />O'Brien stated that he will send the resolution over to legal for <br />review. <br />2018-2037 KITTITAS COUNTY TRANSPORTATION PLAN DISCUSSION <br />Mark Cook gave background on the project and stated that prior to <br />the departure of Paul Jewell he gave comments on the draft plan <br />that was presented to the Board for review. Mark Cook continued <br />that those comments have been added to the plan. Mark Cook added <br />that one element that was to be revised, connection of roadways for <br />emergency purposes, staff declined to update.
