Cook, PE Director <br />For several years, Kittitas County Public Works has been working with area residents attempting <br />to improve Weihl Road and bring it onto the public road system. We have completed <br />engineering design and revised project costs. We have been discussing the potential forming a <br />Road improvement District (RID) for constructing improvements. The Kittitas County Board of <br />County Commissioners desires hearing from potentially impacted residents prior to proceeding <br />with RID formulation actions. <br />You may recall that we sent a letter to you in October, 2017 (attached). In that letter we <br />proposed a cost structure that would require approximately $740 per year for each property <br />owner over a 15 year cost recovery period. At that time, we received a majority of owner support <br />for the project. Final engineering results in a project cost of approximately $874,000 — well <br />above the previous cost estimate of $750,000. <br />The Board of County Commissioners recently committed to holding the previously identified <br />cost structure for benefitted property owners at the funding level identified in our October, 2017 <br />letter. Maintaining that cost structure requires the Board to fund approximately $274,000 of <br />project costs (approximately 30%). This contribution allows us to maintain the cost structure we <br />presented in October, 2017. <br />Please contact me (Mark R.
