KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: September 10, 2018 <br />TOPIC: Weihl Road Report on Recent Letter Sent to Residents <br />ACTION REQUESTED: Direct Staff Prepare Road Improvement Enabling <br />Documents <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct staff prepares RID enabling documents and return to schedule formation public <br />hearing. <br />BRIEFING SUMMARY: <br />• Recent outreach to residents results in four stating NO; two affirming YES. <br />• The four represent approximately six percent of the proposed district participants. <br />• Staff suggest preparing enabling legislation and returning to the Board with a <br />project schedule and list of action items. <br />BACKGROUND: <br />For the past several years, Public Works has been attempting to resolve long standing <br />access issues associated with Weihl Road. During a July study session, the Board <br />requested staff re -solicit potential district participants affirming their desire to move <br />forward with district formulation. <br />DISCUSSION: <br />The project appears to have wide support from potential district participants. The <br />formulation process requires noticing and scheduling a public hearing. Once the hearing <br />is complete, the Board can reject formulation, amend the district boundaries, or choose to <br />formulate the Road Improvement District as presented. <br />FISCAL IMPACTS: <br />The Board of County Commissioners is currently suggesting a Board contribution in the <br />amount of $274,000 is appropriate. District participants will share project costs of <br />$750,000 based on an equal benefit derived by each lot owner.
