Cook RECOMMENDATION: Direct staff prepares RID enabling documents and return to schedule formation public hearing. BRIEFING SUMMARY: • Recent outreach to residents results in four stating NO; two affirming YES. • The four represent approximately six percent of the proposed district participants. • Staff suggest preparing enabling legislation and returning to the Board with a project schedule and list of action items. BACKGROUND: For the past several years, Public Works has been attempting to resolve long standing access issues associated with Weihl Road. During a July study session, the Board requested staff re -solicit potential district participants affirming their desire to move forward with district formulation. DISCUSSION: The project appears to have wide support from potential district participants. The formulation process requires noticing and scheduling a public hearing. Once the hearing is complete, the Board can reject formulation, amend the district boundaries, or choose to formulate the Road Improvement District as presented. FISCAL IMPACTS: The Board of County Commissioners is currently suggesting a Board contribution in the amount of $274,000 is appropriate. District participants will share project costs of $750,000 based on an equal benefit derived by each lot owner. Using an interest rate of 3% (three percent), 15 year cost recovery period and allocated project costs of $750,000 — the resulting cost per year per lot is estimated to be $740/year.
