KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS STUDY SESSION STAFF REPORT STUDY SESSION DATE: August 27, 2018 ACTION REQUESTED: Approve the Resolution to Award the contract for the 2018 Kittitas County Safety Improvements project BACKGROUND: The Department of Public Works solicited bids for the 2018 Kittitas County Safety Improvements contract in accordance with RCW 36.77.020 Contract Procedures. Sealed Bids were opened on August 22, 2018 at l Oam. Five (5) bids were received for the prescribed work. The lowest responsive bid was from Frank Gurney, Inc. in the amount of $729,534.63, which is under the Engineer's Estimate. This project will provide for safety improvements on several different road segments to lessen the severity of run -off -the -road accidents by installing guardrail where necessary to protect roadside hazards. Signs such as advanced warning signs and chevrons for roadway curves, upgraded stop signs, rumble strips, and other delineation devices will be installed as recommended per MUTCD requirements to reduce the number of run -off -the -road accidents. Public Works successfully received Highway Safety Improvement Program (HSIP) federal funds in the amount of $689,000 with no local match requirement if construction is authorized prior to April 30, 2019. This project was identified as the #1 priority in the Kittitas County 2017 Safety Plan, and this project addresses safety improvements to those roadway segments identified in the safety plan. Public Works also successfully received Surface Transportation Block Grant (STBG) federal funds in the amount of $203,275 with a 13.5% local match requirement.
