KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: August 27, 2018 <br />ACTION REQUESTED: Approve the Resolution to Award the contract for the 2018 <br />Kittitas County Safety Improvements project <br />BACKGROUND: The Department of Public Works solicited bids for the <br />2018 Kittitas County Safety Improvements contract in <br />accordance with RCW 36.77.020 Contract Procedures. <br />Sealed Bids were opened on August 22, 2018 at l Oam. <br />Five (5) bids were received for the prescribed work. The <br />lowest responsive bid was from Frank Gurney, Inc. in the <br />amount of $729,534.63, which is under the Engineer's <br />Estimate. <br />This project will provide for safety improvements on <br />several different road segments to lessen the severity of <br />run -off -the -road accidents by installing guardrail where <br />necessary to protect roadside hazards. Signs such as <br />advanced warning signs and chevrons for roadway curves, <br />upgraded stop signs, rumble strips, and other delineation <br />devices will be installed as recommended per MUTCD <br />requirements to reduce the number of run -off -the -road <br />accidents. <br />Public Works successfully received Highway Safety <br />Improvement Program (HSIP) federal funds in the amount <br />of $689,000 with no local match requirement if <br />construction is authorized prior to April 30, 2019. This <br />project was identified as the #1 priority in the Kittitas <br />County 2017 Safety Plan, and this project addresses safety <br />improvements to those roadway segments identified in the <br />safety plan. <br />Public Works also successfully received Surface <br />Transportation Block Grant (STBG) federal funds in the <br />amount of $203,275 with a 13.5% local match requirement. <br />INTERACTION: Public Works <br />RECOMMENDATION: Motion to approve the Resolution to Award the Contract <br />for the 2018 Kittitas County Safety Improvements Project <br />to Frank Gurney, Inc. and Authorize the Director of Public <br />Works to Execute Same <br />
