KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM July 9, 2018 <br />Board members present: Chairman Laura Osiadacz, Vice -Chairman <br />Obie O'Brien, and Cory Wright <br />Others: Dan Carlson, Lindsey Ozbolt, Mike Flory, Stephanie <br />Mifflin (CDS), Candie Leader, Sara Folk (PW) Jennifer Nelson <br />(DFW) <br />Meeting was called to order at 1:30 P.M. <br />Requesting Chairman's Signature on Entity Application for <br />Hairpin Ranch Conservation Easement <br />Dan Carlson gave a brief history of the Hairpin Ranch <br />Conservation Easement and presented the application that <br />Forterra NW created to submit for Chairman's signature. <br />There was discussion between the Board and Dan regarding <br />clarification on page 3 and the parcel sheet in the document. <br />Dan proposed to move this to the agenda session so that a <br />representative from Forterra NW can attend to answer questions <br />from the Board. Direction was given from the Board to move this <br />item to the next agenda session. <br />Discussion Regarding Foundation Only Permits <br />Dan Carlson explained the Foundation Only permit process that is <br />currently part of Community Development Services (CDS) and the <br />issues that the department is facing regarding plan review time. <br />Dan stated CDS is proposing to limit the time where Foundation <br />Only permits can be applied for. <br />Commissioner O'Brien and Commissioner Wright expressed their <br />concerns with the Foundation Only process. Commissioner Osiadacz <br />stated she would like to hear from the Home Builders Association <br />and the building community. <br />Direction was given by the Board to set a special meeting, with <br />invitation to the building community, to discuss this topic. <br />2018-07-09 MINUTES 1 <br />
