KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM April 23, 2018 <br />Board members present: Chairman Laura Osiadacz, Vice -Chairman <br />Obie O'Brien & Commissioner Paul Jewell. <br />Others: Dan Carlson, Mike Flory, Chelsea Benner, Lindsey Ozbolt, <br />Calvana Carper (CDS), Mark Cook(PW), Neil Caulkins (PA), Daily <br />Record Reporter, Chris Wright (Attorney General, Dept. of <br />Ecology), Kate Markwork(Yakima Nation Attorney), Jessica Langley <br />(Yakima Nation Archeologist)Gerald Lewis (Yakima Nation council <br />member), Alexia Everett(Intern) and two members of the public. <br />Meeting was called to order at 1:31 P.M. <br />SHORELINE MASTER PROGRAM SETTLEMENT AGREEMENT <br />It was stated by the Department of Ecology, the current <br />settlement agreement meets the requirements in the Shoreline <br />Master Plan protecting the cultural resources. Deputy <br />Persecutor, Neil Caulkins stated that the code amendments will <br />need to go through the public hearing process. Mr. Caulkins will <br />put code amendments and the settle agreement on as an agenda <br />item on an upcoming study session. <br />NOISE ORDINANCE WAIVER <br />The board discussed options whether to have the noise ordinance <br />zone specific or to have a noise ordinance variance application. <br />The board countered the discussion for another date. <br />OTHER BUSINESS; CRITICAL AREAS ORDINANCE <br />Director Carlson gave a status on the critical areas ordinance. <br />He shared that the consultant made changes to the draft of 2014 <br />which was then presented to the committee for their review. The <br />consultant then updated draft and then was reviewed by staff for <br />comment. The next step after the consultant makes staff <br />correction would be to submit for legal review.
