KITTITAS COUNTY <br />PW STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM JANUARY 22, 2018 <br />Board members present: Chairman Laura Osiadacz, Vice -Chairman <br />Obie O'Brien, and Commissioner Paul Jewell <br />Others: Dan Carlson, Stephanie Mifflin (CDS), Mark Cook(PW), <br />Neil Caulkins (PA) <br />Meeting was called to order at 1:30 P.M. <br />Lanigan Springs Access Issue <br />Mark Cook explained the history of Lanigan Springs. Mark stated <br />that instead of selling the County -owned parcel, he'd like that <br />parcel to be established as a right-of-way so the County could <br />permit access to it. Mark stated that once a right-of-way was <br />established, all property owners that use that road would be <br />part of a road maintenance agreement. <br />Commissioner Jewell stated that multiple parcels are going up <br />for sale and these questions are popping up. Commissioner Jewell <br />stated the County needs to establish some sort of right-of-way. <br />Neil Caulkins stated he was unsure how this would work until all <br />of the questions are asked. Neil gave a few potential solutions. <br />There was discussion between the Board and staff regarding <br />primitive roads and converting them to right-of-ways. <br />Direction was given to come back to the Board with options. <br />Teanaway Bridge at Dickey Creek <br />Mark stated that Public Works has been going through all of the <br />bridges and evaluating the load ratings. Mark stated the repairs <br />of the bridge at Dickey Creek are complete but when the <br />consultant went back to check the load rating calculations, an <br />error was discovered. Mark stated this error will result in a <br />shear failure which can be catastrophic and that the bridge was <br />closed on Friday because of the finding. <br />There was discussion regarding fire access during the summer <br />months and whether a temporary bridge is an option. <br />Executive Session <br />Chairman Osiadacz announced the Board would recess into <br />Executive Session for 10 minutes to consider the minimum price <br />at which real estate will be offered for sale or lease when <br />public knowledge regarding such consideration would cause a <br />2018-01-22 MINUTES 1 <br />
