KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM JANUARY 8, 2018 <br />Board members present: Chairman Laura Osiadacz, Vice -Chairman <br />Obie O'Brien, and Commissioner Paul Jewell <br />Others: Dan Carlson, Lindsey Ozbolt, Stephanie Mifflin (CDS), <br />Mark Cook, Lucas Huck, Karen Hodges, Candie Leader, (PW) Neil <br />Caulkins (PA), Anna Lael (KCCD), and approximately 5 members of <br />the public. <br />Meeting was called to order at 1:30 P.M. <br />Critical Area Ordinance Update <br />Lindsey Ozbolt gave a brief update that the Citizen Advisory and <br />Technical Advisory committee lists have been updated and staff <br />plans to reach out to see if they are available to come together <br />to look at the revised draft of the Critical Area Ordinance <br />(CAO). After that review, the public notice process can start by <br />taking the CAO to Department of Commerce and the Planning <br />Commission and then to the Board for adoption. <br />The Board opened the study session to public comment. There was <br />concern about potential lack of involvement with the advisory <br />groups regarding the CAO and the Voluntary Stewardship Program <br />(VSP) . <br />Comprehensive Plan Update <br />Lindsey Ozbolt gave a brief update on the working group for the <br />Comprehensive Plan. Lindsey stated housing and economic <br />development were the topic of conversation at the meeting. <br />Lindsey stated the next meeting is January 24th and the only item <br />being discussed is the land use element. <br />Discussion Regarding Lot Coverage Requirements in Urban Growth <br />Areas <br />Dan Carlson stated this item was an inquiry from a property <br />owner in the Urban Growth Area (UGA) of Ellensburg. Dan gave a <br />brief overview of the code regarding lot sizes and maximum lot <br />coverage in the UGA. Dan stated the proposal is that the maximum <br />lot coverage in the UGA would not apply as long as property <br />2018-01-08 MINUTES 1 <br />
