<br />08/07/2018 MINUTES 7 <br /> <br /> <br />BOARD DISCUSSION/DECISION ITEMS <br /> <br />Commissioner O’Brien announced he would be recusing himself from the <br />next two items as he has a conflict of interest due to family working <br />for HopeSource and then and left. <br /> <br />CONTRACT DEPARTMENT OF COMMERCE AUDITOR <br /> <br />Commissioner Wright moved to approve Contract Number 18-62210-008 <br />between the Washington State Department of Commerce and Kittitas County <br />for the Community Development Block Grant Program – Public Services <br />Funding in the amount of $83,997.00 from July l1, 2018 through June 30, <br />2019 for HopeSource to provide public services to low-and moderate- <br />income persons residing in Kittitas County. Chairman Osiadacz seconded. <br />Motion carried 2-0. <br /> <br />AGREEMENT HOPESOURCE – CDBG AUDITOR <br /> <br />Commissioner Wright moved to approve a Subrecipient Agreement between <br />Kittitas County and HopeSource for the Community Development Block Grant <br />Funding, to provide Public Services to low-and moderate-income persons <br />in Kittitas County from July 1, 2019 through June 30, 2019. Chairman <br />Osiadacz seconded. Motion carried 3-0. <br /> <br />MISCELLANEOUS - NONE <br /> <br />EXECUTIVE SESSION <br /> <br />Commissioner O’Brien returned to the meeting. <br /> <br />At 10:16 a.m. Chairman Osiadacz announced the Board would recess into <br />Executive Session with Patti Johnson, Solid Waste Director/Project <br />Manager and Neil Caulkins, Deputy Prosecutor for 15 minutes to consider <br />the site or the acquisition of real estate by lease or purchase when <br />public knowledge regarding such consideration would cause a likelihood <br />of increased price. Action was anticipated. <br /> <br />At 10:31 a.m. the Board reconvened out of Executive Session. <br /> <br />Commissioner O’Brien moved to approve and authorize the Chairman’s <br />signature on a Purchase and Sale Agreement between Duke and Dude, LLC <br />and Stephen M. Hayden, as Trustee of the Hayden Unified Credit Trust and <br />Kittitas County, in the amount of $3,300,000.00 for Real Property and <br />$1,020,500.00 Water Rights (plus such additional consideration as set <br />forth in Paragraph 1.1) for the new Transfer Station site, and to direct <br />the Auditor’s office to prepare payment in the amount of $10,000.00 for <br />the Earnest Money. Commissioner Wright seconded. Motion carried 3-0. <br />
