damage roads meant for local vehicular traffic. We request the US Bureau of <br />Reclamation (USBR) perform nondestructive testing such as falling weight <br />deflectometer (FWD) tests to verify local conditions of every county road that <br />may be used for construction purposes. We also request the USBR mitigate <br />proposed construction traffic on county roads by overlaying with hot -mix asphalt <br />as determined though analysis based upon the FWD testing. We plan to monitor <br />the pavements conditions throughout the life of the projects to verify the <br />mitigation wears appropriately. <br />f. The DEIS clearly describes potential impacts to groundwater wells due to the <br />operation of the KDRPP. In particular, the DEIS describes 46 wells with depths <br />less than 100 feet within 2 miles of Kachess Reservoir located in sedimentary <br />deposits. We believe such wells have a high likelihood of impact during the <br />proposed increased drawdown during drought years. With that stated, the <br />mitigation described in Section 4.5.9 may not be adequate. We recommend the <br />project take a more proactive approach in determining likely impacted <br />groundwater wells and implementing preventive mitigation prior to project <br />operation. The mitigation may be as simple as working with willing private <br />landowners to provide funding to increase the depth of likely impacted wells as <br />part of the overall project. <br />Thank you again for the opportunity to provide comments on the DEIS for the projects <br />mentioned above.
