KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: July 9, 2018 <br />ACTION REQUESTED: Request to Approve a Resolution to Award the 2018 <br />Bower's Field Runway 7/25 Pavement Break <br />Construction Contract and Authorize the Director of Public <br />Works to sign said contract. <br />BACKGROUND: For the past several months, Public Works (PW) has been <br />working to finalize Bowers Field Runway 7/25 pavement <br />break construction. The Federal Aviation Administration <br />(FAA) is offering to cover 90 percent of all construction costs. <br />PW solicited the plans and specifications to over 40 qualified <br />firms via the Municipal Research Service Corporations online <br />construction bid service. We received a single bid proposal <br />from a local construction company, Belsaas and Smith, Inc. <br />The engineer's estimate for the project is $129,880.80. <br />Belsaas' bid is for $170,640.00. <br />The FAA is offering to finance $153,576 leaving a match <br />requirement of $17,064 for the County. PW elected to spend <br />$23,796.13 from the Airport Fund in plans and specifications <br />design. Grant award timing did not allow for competitive <br />solicitation. All in, PW will fund $40,860.13 removing the <br />intersecting pavement on runways 7/25 and 11/29. Total <br />project costs are: $23,796.13 + $170,640 = $194,436.13. Our <br />total percentage of contribution towards project costs is: <br />21%. <br />This project is identified and prioritized in the 2018 Airport <br />Capital Improvement Plan. <br />INTERACTION: Public Works <br />RECOMMENDATION: Award the 2018 Runway 7/25 construction project to Belsaas <br />and Smith, Inc. for $170,640 and authorize the Public Works <br />Director to sign said contract. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: None <br />LEAD STAFF: Mark R.
