07/02/2018 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING MONDAY 7:00 P.M. JULY 2, 2018 Board members present: Chairman Laura Osiadacz and Vice-Chairman O’Brien. Commissioner District #1 – Vacant. Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works Director/Interim Engineer; Brett Wachsmith, Treasurer; Judy Pless, Budget & Finance Manager; Lisa Young, Human Resource Director; Jim Goeben, IT Director; Robin Read, Public Health Administrator; Jerry Pettit, Auditor; Dr. Mark Larson, Public Health Officer; and approximately 20 members of the public. Republican Party candidates: Mike Lowe, Cory Wright, and Ann Anderson. SPECIAL MEETING COMMISSIONER APPOINTMENT/DISTRICT #1 COMMISSIONERS At 7:00 p.m. Chairman Osiadacz opened a Special Meeting to consider the Republican Party’s recommendations for appointment to the Kittitas County Board of Commissioners District #1 position. She reviewed the meeting procedures and explained how the interview panel (Chairman Osiadacz, Vice-Chairman O’Brien, Mark Cook, Public Works Director/Interim Engineer; Clay Myers, Undersheriff; Brett Wachsmith, Treasurer; and Judy Pless, Budget & Finance Manager) would be asking questions of each candidate and then followed by an Executive Session. The three candidates in order of preference by the Republican Party were: (1) Mike Lowe, (2) Cory Wright and (3) Ann Anderson. At 8:51 p.m. Chairman Osiadacz announced the Board would recess into an Executive Session for 30 minutes with Brett Wachsmith, Treasurer; Mark Cook, Public Works Director/Interim Engineer; Judy Pless, Budget & Finance Manager; and Clay Myers, Undersheriff to evaluate the qualifications of an applicant for public employment or to review the performance of a public employee. However, subject to RCW 42.30.140 (4), discussion by a governing body of salaries, wages, and other conditions of employment to be generally applied within the agency shall occur in a meeting open to the public, and when a governing body elects to take final action hiring, setting the salary of an individual employee or class of employees, or discharging or disciplining an employee, that action shall be taken in a meeting open to the public. Action was anticipated. At 9:21 p.m. the Board reconvened out of Executive Session. No action was taken.
