07/02/2018 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> MONDAY 7:00 P.M. JULY 2, 2018 <br />Board members present: Chairman Laura Osiadacz and Vice-Chairman <br />O’Brien. Commissioner District #1 – Vacant. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director/Interim Engineer; Brett Wachsmith, Treasurer; Judy Pless, <br />Budget & Finance Manager; Lisa Young, Human Resource Director; Jim <br />Goeben, IT Director; Robin Read, Public Health Administrator; Jerry <br />Pettit, Auditor; Dr. Mark Larson, Public Health Officer; and <br />approximately 20 members of the public. Republican Party candidates: <br />Mike Lowe, Cory Wright, and Ann Anderson. <br /> SPECIAL MEETING COMMISSIONER APPOINTMENT/DISTRICT #1 COMMISSIONERS <br /> <br />At 7:00 p.m. Chairman Osiadacz opened a Special Meeting to consider <br />the Republican Party’s recommendations for appointment to the <br />Kittitas County Board of Commissioners District #1 position. She <br />reviewed the meeting procedures and explained how the interview <br />panel (Chairman Osiadacz, Vice-Chairman O’Brien, Mark Cook, Public <br />Works Director/Interim Engineer; Clay Myers, Undersheriff; Brett <br />Wachsmith, Treasurer; and Judy Pless, Budget & Finance Manager) <br />would be asking questions of each candidate and then followed by an <br />Executive Session. The three candidates in order of preference by <br />the Republican Party were: (1) Mike Lowe, (2) Cory Wright and (3) <br />Ann Anderson. <br /> <br />At 8:51 p.m. Chairman Osiadacz announced the Board would recess into <br />an Executive Session for 30 minutes with Brett Wachsmith, Treasurer; <br />Mark Cook, Public Works Director/Interim Engineer; Judy Pless, <br />Budget & Finance Manager; and Clay Myers, Undersheriff to evaluate <br />the qualifications of an applicant for public employment or to <br />review the performance of a public employee. However, subject to RCW <br />42.30.140 (4), discussion by a governing body of salaries, wages, <br />and other conditions of employment to be generally applied within <br />the agency shall occur in a meeting open to the public, and when a <br />governing body elects to take final action hiring, setting the <br />salary of an individual employee or class of employees, or <br />discharging or disciplining an employee, that action shall be taken <br />in a meeting open to the public. Action was anticipated. <br /> <br />At 9:21 p.m. the Board reconvened out of Executive Session. No <br />action was taken. <br />
