12.04.06.060 Post Construction Requirements. <br />The owner of any newly built structure will be required to have the engineer of record verify that the <br />structure has been built to required specifications. This verification shall be in the form of a written <br />certification to be submitted in writing to the County Engineer prior to any required approvals from the <br />public works department. <br />The bridge or structure owner will be responsible for the inspections or maintenance of any privately <br />owned structure. The county will not be responsible for any inspection, maintenance, repair, replacement, <br />or other aspects of privately owned structures. <br />A final load rating from a structural engineer licensed in the State of Washington shall be submitted to the <br />County Engineer prior to public dedication. <br />12.04.06.070 Retaining Walls. <br />Retaining walls within a public right-of-way shall be designed and constructed to meet the minimum <br />requirements of the and shall be reviewed by the County Engineer for approval. Retaining walls <br />with a height of four feet or greater and all retaining walls with a surcharge shall be designed, signed, and <br />stamped by a registered engineer licensed in the state of Washington, and shall be submitted by the <br />applicant for approval by the County Engineer and building official. A soils investigation and report by a <br />geotechnical engineer may be required based on the engineering judgment of the structural engineer and <br />at the discretion of the County Engineer. <br />Segmental or Modular Walls (Mortarless Concrete Block Walls) and Rockery Walls. <br />Mortarless concrete block walls that are no more than four feet in total height shall be designed and <br />constructed in accordance with the manufacturer's design and construction recommendations. For all <br />such walls the manufacturer's design details and recommendations shall be furnished to the County <br />Engineer for approval. <br />Rockery Walls. <br />Rockery walls and rockeries shall be treated the same as any other wall and designed in accordance <br />with the requirements of this section. <br />Mechanically Stabilized Earth (MSE) Walls. <br />Mechanically Stabilized Earth (MSE) walls shall be designed by a structural engineer licensed in the <br />State of Washington and constructed in accordance with the manufacturer's design and construction <br />recommendations. For all such walls the structural design, including the manufacturer's design details <br />and recommendations shall be furnished to the County Engineer for approval. <br />Article VII.
