Public Works and KITTCOM Private road signs shall be in accordance with the Manual on <br />Uniform Traffic Control Devices (MUTCD). <br />I. All private roads shall be signed with a stop sign at the intersection with a County road. <br />J. All signs, signal markings, or other devices intended to regulate, warn, or guide traffic that are <br />installed or maintained on private property shall conform to the MUTCD. <br />K. All public or private development impacting County roads shall comply with the traffic control <br />and haul route requirements in KCC 12.05.03.030, <br />L. All land use development activities that access property across other private property, public <br />roads or land other than Kittitas County, or road easements managed by other agencies must <br />submit a recorded easement, permit, road maintenance agreement, or other document from the <br />land owners, agency, or road/easement managers that specifically address access, maintenance, <br />seasonal restrictions and other restrictions and limitations. These agreements shall be presented <br />to the Department of Public Works prior to preliminary approval. <br />M. New irrigation facilities shall not be constructed within County rights-of-way unless a franchise <br />agreement is in place. This shall apply to all irrigation facilities within a County right-of-way or <br />including both crossings and longitudinal systems. See KCC 10.XX <br />N. All new roads crossing an irrigation ditch, canal, or other facility shall have a franchise crossing <br />agreement with the ditch owner or irrigation entity. See KCC 10.XX <br />O. All new roads shall conform to the Kittitas County Long -Range Transportation Plan, <br />12.04.01.040 Design within an Urban Growth Area. <br />Proposed roadways within an adopted urban growth area may conform to the appropriate city <br />development standards for the UGA in which it is located at the discretion of the County Engineer. If <br />utilizing city development standards, then the affected city shall have full authority over the review, <br />permitting, and approval of the proposed roadway in accordance with their City standards. Utilities <br />constructed within the UGA may also be required to comply with the requirements of the affected city. <br />Article It. Concurrency &Transportation Impact Analysis <br />12.04.02.010 Purpose. <br />The purpose of the analysis, if required, is to determine what impact the traffic generated by a proposed <br />development will have on the existing roadway network, and ensure that adequate transportation facilities <br />are available or provided concurrent with development, in accordance with the Growth Management Act <br />Title 12 Kittitas County Code I Draft No. 5— Working Draft forAdoption 6/12/2018 <br />27 <br />
