While final project delivery costs could be less, the KPG cost represents the <br />best cost basis for assigning value to the RID. <br />DISCUSSION: <br />PW's preliminary basis of cost was generated in 2017 when PW believed the project <br />would progress as an "in-house" design. The unexpected departure of the County <br />Engineer along with ongoing vacancies in PW design/construction division supported <br />using consultant design. While KPG and PW agree on many bid items, numerous costs <br />differences push the estimate upward. Overall project reductions in cost could result <br />from construction by "County Forces" in 2019. Any cost reductions could first be <br />applied to the Board's cost contribution towards total project costs_ <br />PW is now ready to prepare RID formulation documents supporting the RID <br />establishment process. <br />FISCAL IMPAC S: <br />The RID assumes: 15 year cost recovery period, three percent interest, 66 benefited <br />properties with a cost contribution of $600,61.4.
