A. County Roads. County roads are those that are on county owned right of way, have been <br />adopted into the county road system, and are continuously open for public use. New roadways <br />that are to be dedicated to the public shall become a county road according to the processes <br />outlined in KCC 12.01.100. A complete inventory of Kittitas County roads is available in the most <br />current, as amended version of the Kittitas County Road Lr <br />1. County Urban Roads. Urban roads within the county serve high density areas. Except in <br />special circumstances, county urban roads are located in UGA's or LAMIRDs as they exist <br />within the County adopted land use map. Roadway elements may include curb and gutter, <br />sidewalks, bicycle facilities, landscape features, and underground storm drainage systems. <br />Proposed urban roads within the county may be located within an adopted urban growth <br />area. If located within a UGA, the road shall utilize the appropriate city development <br />standards for the UGA in which it is located, otherwise these standards apply. <br />a. County Urban Arterial. Urban arterials (principal and minor) are the highest <br />classification within the county's functional classification system. The purpose of the <br />urban arterial is to carry high volumes of traffic through the urban area and between <br />major regional activity centers. Access is normally limited to intersections with other <br />arterials and collector streets. Bicycle lanes or other facilities may be provided. See <br />KC Standard Plan 1 <br />b. County Urban Collector. Urban collectors (major and minor) are roads that <br />provide mobility within the roadway system. They are spaced at intervals that are <br />consistent with population density, and connect residential areas with community <br />centers, and connect local access roads to arterials. Roadway elements are focused <br />on through traffic and limiting conflicts by consolidating and managing driveway <br />access, and limiting on -street parking. Bicycle lanes or other facilities may be <br />provided. See KC Standard Plan 2. <br />c. County Urban Local Access. Urban local access roads function at lower traffic <br />volumes, and provide access to individual homes and businesses. Roadway <br />elements are focused on providing local access and discouraging through traffic. <br />Direct access to abutting land is encouraged, but urban local access roads may <br />terminate in a cul-de-sac or other dead end turn -around configuration. See KCC <br />12.04.04.110 and KC Standard Plan 9-10. Urban local access may also include a <br />wider roadway section to accommodate on -street parking. See KCC Standard Plan 3. <br />2. County Rural Roads. Rural roads within the county serve low density areas with larger lot <br />sizes that are not in or near an urban area, and are not within an adopted urban growth <br />area (UGA) or LAMIRD.
