The list of typical <br />joint review agencies below is provided for convenience. This is not a complete list of agencies and the <br />applicant shall be responsible to identify and coordinate with all affected agencies. <br />A. Cities: <br />1. City of Ellensburg <br />2. City of Cie Elum <br />3. City of Kittitas <br />4. City of Roslyn <br />5. City of South Cle Elum <br />B. Utilities: <br />1, Kittitas Public Utility District <br />2. Puget Sound Energy <br />12.01.130 Variances and Appeals. <br />These standards provide guidance for expected practice under typical conditions, however, they are not <br />intended to limit innovation or the introduction of alternative solutions to adverse or unusual conditions. <br />Variances should be identified as early as possible in a project's development. The variance should be <br />proposed at preliminary plat stage and be included for consideration during plan review and public <br />hearing. Variances from the standards in this title will be considered on a case-by-case basis. Variances will <br />be granted only upon evidence that the variance demonstrates the following: <br />A. Unusual circumstances or conditions apply to the property and/or the intended use that do not <br />apply generally to other property in the same vicinity or district; <br />B. Such variance is necessary for the preservation and enjoyment of a substantial property right of the <br />applicant possessed by the owners of other properties in the same vicinity or district; <br />C. The authorization of such variance will not be materially detrimental to the public welfare or <br />injurious to property in the vicinity or district in which the property is located; <br />D. Special conditions and circumstances do not result from the actions of the applicant; and <br />E.
