12.01.080 Relationship to Other Standards. <br />12.01.090 Performance Guarantees. <br />12.01.100 Addition of Roads to the County System. <br />12.01.110 Review and Approval. <br />12.01.120 Joint Agency Review. <br />12.01.130 Variances and Appeals. <br />12.01.140 Amendments and Remissions. <br />12.01.010 Purpose. <br />The purpose of Title 12 of the Kittitas County Code includes but is not limited to the following: <br />A. Establish specific design and construction requirements for developers, agencies, and other entities <br />who are constructing or modifying roads, driveway access, or performing any other work within the <br />Kittitas County right-of-way; <br />B. Establish a uniform criteria to guide the County's own design and construction of County roads: <br />C. Establish standards for safety, capacity, drainage, aesthetics, economical maintenance, accessibility, <br />multi -modal use, and environmental considerations; <br />D. Support the following Kittitas County goals: <br />1. To develop and maintain a fully accessible public transportation system with adequate <br />capacity; <br />2. To support commercial and residential development by providing streamlined and easy to <br />follow standards for approval, and; <br />3. To support rural road design that preserves the historic pattern of development in rural <br />areas. <br />The following limitations apply: <br />A. These standards are not intended to provide for all situations. They are intended to assist but not <br />substitute for competent decision making by design and construction professionals. It is expected <br />that land surveyors, engineers, architects, and contractors will bring the best of their skills to each <br />project. It is also expected that owners and developers will support and encourage quality design <br />and construction decision making; <br />B. These standards are not intended to be a substitute for engineering knowledge, experience, or <br />judgment.
