KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: June 25, 2018
TOPIC: Proposed Code Amendment to Title 12 "Roads and Bridges"
ACTION REQUESTED: Formulate a Focus Group Reviewing Revised Road
Standards
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct that staff formulate a focus group reviewing and advising changes to staffs
proposed road standards for 2019 deployment_
BRIEFING SUMMARY:
• Current road standards reflect 2005 base standards
• No significant changes in the past thirteen years
• Recently completed 20 year plan informs changes required with existing
standards
• Full package is now available for review and comment
• PW desires moving the standards through this comprehensive plan cycle
BACKGROUND:
The current road standards were most recently revised in 2015. While the revision
sought to "clean up" issues resident from 2005; it was not intended to be a complete
revision. During the past several years, PW has been noting desired changes and in early
2017 PW began working on making revisions.
During July 2017, PW determined that consultant support was the likely best project
delivery option. We worked back and forth with KPG staff over the course of ten months
producing the current draft.
DISCUSSION:
The proposed standards represent the tirst comprehensive approach to road standards in
the past 15 years. The current standards are designed with the users in mind. The
proposed standards represent our best attempt at producing a product that is easily used
by development engineers. Complete roadway cross-sections and supporting graphics
now accompany the standards. Two model county standards were evaluated: Lewis and
Chelan.
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
