KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: May 29`x', 2018 <br />ACTION REQUESTED: Authorize Staff to Issue Notice of Award Letters to 2018 — <br />2020 Surface Transportation Block Grant Recipients <br />BACKGROUND: Recently, Public Works (PW) requested the Board of <br />County Commissioners authorize notice of award letters to <br />2018 Surface Transportation Block Grant (STBG) <br />recipients. Subsequent to that action, PW was informed <br />that the numbers we were using for award were a year old. <br />The current amount for award ($750,000) requires <br />obligation by September 2018 — or the funds are lost. The <br />review committee met on 5-22-2018 and developed a <br />multi-year strategy investing STBG funds that ensures the <br />funds will get obligated and not lost. A summary of that <br />meeting is attached as EXHIBIT 1. A funding plan is <br />attached as EXHIBIT 2. <br />In summary, we are claiming additional guardrail in our <br />safety project ($230,000) that is ready to advertise (saves <br />fund reserve). We also propose beginning design of a <br />traffic signal at Reecer Creek and University Way. In <br />addition, we propose funding the remaining needed funds <br />supporting the City of Cle Elum's main street <br />improvements ahead of a pending WSDOT paving project. <br />These actions secure the $750,000. <br />The committee also is suggesting obligating the next <br />several years so that we do not find ourselves in a similar <br />situation next year. <br />INTERACTION: Public Works <br />RECOMMENDATION: Issue award letters. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Exhibit 1: Meeting summary of 05-22-2018 <br />Exhibit 2: Funding Plan <br />LEAD STAFF: Mark R.
