KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: May 29`x', 2018
ACTION REQUESTED: Authorize Staff to Issue Notice of Award Letters to 2018 —
2020 Surface Transportation Block Grant Recipients
BACKGROUND: Recently, Public Works (PW) requested the Board of
County Commissioners authorize notice of award letters to
2018 Surface Transportation Block Grant (STBG)
recipients. Subsequent to that action, PW was informed
that the numbers we were using for award were a year old.
The current amount for award ($750,000) requires
obligation by September 2018 — or the funds are lost. The
review committee met on 5-22-2018 and developed a
multi-year strategy investing STBG funds that ensures the
funds will get obligated and not lost. A summary of that
meeting is attached as EXHIBIT 1. A funding plan is
attached as EXHIBIT 2.
In summary, we are claiming additional guardrail in our
safety project ($230,000) that is ready to advertise (saves
fund reserve). We also propose beginning design of a
traffic signal at Reecer Creek and University Way. In
addition, we propose funding the remaining needed funds
supporting the City of Cle Elum's main street
improvements ahead of a pending WSDOT paving project.
These actions secure the $750,000.
The committee also is suggesting obligating the next
several years so that we do not find ourselves in a similar
situation next year.
INTERACTION: Public Works
RECOMMENDATION: Issue award letters.
HANDLING: Return one original to Public Works
ATTACHMENTS: Exhibit 1: Meeting summary of 05-22-2018
Exhibit 2: Funding Plan
LEAD STAFF: Mark R. Cook, Director
