KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM April 9, 2018 <br />Board members present: Chairman Laura Osiadacz; Vice -Chairman <br />Obie O'Brien; Commissioner Paul Jewell <br />Others: Mark Cook, Sara Folk, Candie Leader, Public Works; Dan <br />Carlson, Stephanie Mifflin, Mike Flory, Calvana Carper, <br />Community Development Services; Erin Moore, Mark Larson, Tristan <br />Lamb, Robin Read, Public Health; Kayla Bonar, Daily Record; Six <br />(6) members of the public <br />REQUEST TO APPROVE A RESOLUTION TO PROHIBIT FEDERAL HIGHWAY <br />ADMINISTRATION TRUCK CLASSES FOUR (4) AND ABOVE ON FOWLER CREEK <br />ROAD (MP 8) TO THE END OF PASCO ROAD FROM APRIL 9, 2018 ENDING <br />JUNE 18, 2018 <br />At 1:33 pm Chairman Laura Osiadacz opened the Public Works Study <br />Session. Mark Cook requested to add one item to the agenda <br />under Other Business - MS4 Permit Update. <br />Mark Cook presented a Resolution to Prohibit Federal Highway <br />Administration Truck Classes Four (4) and Above on Fowler Creek <br />Road (MP 8) to the end of Pasco Road from April 9, 2018 ending <br />June 18, 2018. Mark Cook stated that due to rapid thawing the <br />roadway is experiencing heaving in places and is at risk for <br />sizable damage if the restrictions are not placed. Commissioner <br />Jewell inquired as to the amount of residents on the road and if <br />there will be any impacts to them and if notification letters <br />will be sent. Mark Cook replied that a physical posting was to <br />be done but not notification letters. Further discussion was <br />held. Two (2) members of the public commented on the topic. <br />Commissioner Jewell made a motion to approve Resolution 2018-062 <br />to Prohibit Federal Highway Administration Class Four (4) and <br />Above on Fowler Creek Road (MP 8) to the end of Pasco Road from <br />April 9, 2018 to June 18, 2018 with the Resolution amended to <br />read April 11, 2018 to allow sufficient notice to the residents <br />in the area. Commissioner O'Brien seconded said motion. Motion <br />carried 3-0. Further direction was given to staff to bring <br />forward a draft process for discussion. <br />2018-04-09 MINUTES <br />
