"Replaced im ervious surfaces" means, for structures, the removal and replacement of any <br />exterior impervious surfaces or foundation; or, for other impervious surfaces, the removal <br />down to bare soil, or base course, and replacement. Exemptions and partial exemptions are <br />defined in Appendix 1 of this permit. <br />"Runoff' is water that travels across the land surface, or laterally through the ground near the <br />land surface, and discharges to water bodies either directly or through a collection and <br />conveyance system. See also "Stormwater." <br />"Rural roads" are roads located outside designated Urban Growth Management Areas. <br />"Secondary Permittee" is an operator of a MS4 that is not a city, town or county. Secondary <br />Permittees include special purpose districts and other public entities that meet the criteria in <br />S 1.13. <br />"Shared water bodies" means water bodies, including downstream segments, lakes and estuaries <br />that receive discharges from more than one Permittee. <br />"Short Duration Storm" means the 3-hour duration design storm distribution, described in <br />Chapter 4.2.1 of the Stormwater Management Manual for Eastern Washington (2004), which <br />represents the short durations, high intensities, and smaller volumes that characterize summer <br />thunderstorms in eastern Washington. <br />"Significant contributor" means a discharge that contributes a Ioading of pollutants considered to <br />be sufficient to cause or exacerbate the deterioration of receiving water quality or instream <br />habitat conditions. <br />Small Municipal Separate Storm Sewer System" or "Small MS4" is a conveyance or system of <br />conveyances including roads with drainage systems, municipal streets, catch basins, curbs, <br />gutters, ditches, man-made channels, and/or storm drains which is not defined as a "large" or <br />"medium" MS4 pursuant to 40 CFR 122.26(b)(4) & (7) or designated under 40 CFR 122.26 <br />(a)(1)(v). <br />"Stormwater" means runoff during and following precipitation and snowmelt events, including <br />surface runoff, drainage or interflow. <br />"Stormwater Associated with Industrial and Construction Activity" means the discharge from <br />any conveyance used for collecting and conveying stormwater directly related to <br />manufacturing, processing or raw materials storage areas at an industrial plant, or associated <br />with clearing, grading and/or excavation, and required to have an NPDES permit in <br />accordance with 40 CFR 122.26. <br />"Stormwater Management Manual for Eastern Washington" means the technical manual <br />(Publication No. 04-10-076) published by the Department of Ecology in September 2004. <br />"Stormwater Manaizement Program" means a set of actions and activities designed to reduce the <br />discharge of pollutants from the MS4 to the MEP and to protect water quality, and <br />comprising the components listed in S5 or S6 of this permit and any additional actions <br />necessary to meet the requirements of applicable TMDLs pursuant to S7 Compliance with <br />TMDL Requirements and S8 Monitoring and Assessment. <br />Eastern Washington Phase II Municipal Stormwater Permit — August 1, 2014 <br />Page 56 <br />
